Allstate vs Liberty Mutual

Allstate sells through its own agents, rated A+, with roof payment schedules; Liberty Mutual sells online and via independent agents, rated A.

Verdict

Allstate and Liberty Mutual sit second and fourth in 2025 NAIC homeowners premiums ($17.77 billion and $10.40 billion), and both are among the 10 largest home insurers in 46 states and the District of Columbia. They reach you differently. Allstate sells through exclusive Allstate agents, online and by phone. For independent agents it has a second brand, National General. Liberty Mutual sells online, by phone and through independent agents, the channel its Safeco brand used until Liberty Mutual retired the name on April 25, 2026, and through Comparion, an agency it owns. Allstate is a publicly traded stock company (NYSE: ALL). Liberty Mutual is owned by a mutual holding company whose members are its policyholders.

The two policies handle the money differently. Allstate's House & Home form uses a roof payment schedule in many states: wind and hail damage to an older roof is paid at a percentage set by age and material, while fire is still settled at replacement cost. We did not find a roof schedule described on Liberty Mutual's coverage pages, so ask. It does state its contents rule. Basic personal property coverage pays actual cash value, and replacement cost for belongings is an add-on, with withheld depreciation released after you submit receipts. Allstate's pages we reviewed do not say how contents are settled, so ask. Its policy features lean toward loyalty: Claim RateGuard, a 5% Claim-Free Bonus and Deductible Rewards.

Where each writes differs on the map. Allstate has written no new California homeowners policies since 2022; it filed on August 31, 2026 to begin reopening, and the state said on September 18 it was not yet open. Liberty Mutual's direct brand stopped adding California homeowners policies in 2023, but agent-sold homeowners continues, and it asked the state in July 2026 to expand in wildfire-distressed areas. Allstate writes Florida homes through Castle Key, rated B (Fair) by AM Best in September 2026. Financial strength: Allstate is A+ (Superior), affirmed September 2, 2026. Liberty Mutual is A (Excellent), affirmed September 10, 2025, with A from S&P and A2 from Moody's.
