Allstate vs USAA
Allstate is a stock company selling through local agents to anyone; USAA is a member-owned exchange selling direct to military families, with no agents.
Verdict
Allstate and USAA rank next to each other in the 2025 NAIC data: Allstate #2 with $17.77 billion of homeowners premiums (9.40% of the national market) and USAA #3 with $13.26 billion (7.01%). After that, they have little in common. Allstate is a publicly traded stock company (NYSE: ALL) that sells through exclusive Allstate agents, online and by phone. USAA is a reciprocal exchange owned by its policyholder members, sells only direct through its app, website and phone, and insures only active-duty and Reserve members, eligible veterans and their families.
If you are eligible, the practical differences show up in the policy. USAA pays belongings at replacement cost as a standard feature, waives the deductible on covered losses to uniforms and military gear for active-duty and Reserve members, and sells Home Protector, which adds 25% to the dwelling and other structures limits. Allstate's House & Home policy is built around loyalty features instead (Claim RateGuard, a Claim-Free Bonus, Deductible Rewards), and it uses a roof payment schedule in many states, so wind or hail damage to an older roof is paid at a percentage set by the roof's age and material. USAA's trap is the coast: in eight states, including Florida, Louisiana and Texas, windstorm may be excluded and placed as a separate policy through the USAA Insurance Agency.
Market status differs by state. Allstate has written no new California homeowners policies since 2022, with a reopening filing submitted August 31, 2026, and the state said on September 18 it was not yet open. California's insurance department said in July 2026 that USAA will expand homeowners access for military families starting in January 2027. In Florida, Allstate homes are written by Castle Key, rated B (Fair) by AM Best in September 2026. Financial-strength ratings come from different agencies in the profiles: Allstate carries A+ (Superior) from AM Best (affirmed September 2, 2026), and USAA carries AA (Very Strong) from S&P (lowered from AA+ in May 2025).
Choose Allstate if
- You are not military-affiliated, or you want a local agent to sit across from.
- You want features that reward staying claim-free, such as a 5% Claim-Free Bonus at each claim-free renewal and a deductible that shrinks $100 for each claim-free year, up to $500.
- You might prefer an independent agent later: Allstate also sells National General that way.
- You will ask the agent for the roof schedule that applies to your home before you buy.
Choose USAA if
- You qualify, and you want belongings at replacement cost and deductible-free protection for military gear.
- You want extended rebuilding protection through Home Protector and a Wildfire Response Program that enrolls policyholders at no charge in eligible states.
- You are comfortable with app and phone service; USAA reports an average of 9 days to pay a catastrophe claim in 2025.
- You are inland, or you will buy the separate wind policy the coast requires.

Before you decide
Quote identical Coverage A, deductibles and endorsements from both, and ask whether each writes new business at your address. Check the roof terms on Allstate's quote and any windstorm exclusion on a coastal USAA declarations page. A June 2025 suit by Los Angeles fire victims alleges USAA underestimated their replacement costs, a reminder to test your dwelling limit against local rebuilding costs whichever company you choose.
