Arbella Insurance vs Safety Insurance

Two agent-only Massachusetts insurers rated A: Arbella is a mutual with a positive credit outlook; Safety is public, with a MAPFRE sale pending.

Verdict

Arbella Insurance and Safety Insurance are the two regional companies a Massachusetts independent agent most often puts side by side. Both sell only through independent agents, both carry an A (Excellent) from AM Best, and both lean toward households that insure home and auto together. Safety ranked 3rd in Massachusetts homeowners in 2025 (7.25% of the market, $292.6 million) and Arbella 6th (5.47%), according to NAIC data. Nationally Safety's group ranked #68 ($314.1 million) and Arbella's #77 ($252.5 million). Outside Massachusetts they diverge: Arbella writes personal lines in Connecticut, Safety in New Hampshire and Maine.

Ownership is the clearest split. Arbella is a mutual owned by its policyholders, run since June 1, 2025 by CEO Paul Brady. Safety is a Nasdaq company (SAFT), and on July 23, 2026 Spain's MAPFRE agreed to buy it for about $1.54 billion in cash. Closing is expected in the first quarter of 2027, and the companies say Safety's brand, Boston headquarters and agency relationships will stay. AM Best's recent actions point in different directions: it affirmed Arbella at A on January 28, 2025 and moved the issuer credit outlook to positive, while in July 2026 it kept Safety at A but revised the outlook to negative after weather and loss severity pressured results.

Coverage and price trends differ. Safety's average written premium per homeowners policy rose 9.7% in 2025 and 9.9% in the first quarter of 2026; two winter storms that quarter pushed its combined ratio to 113.4%. Arbella reported a 95.2% combined ratio and $87.5 million of net income for 2025. Neither publishes roof settlement terms, and Safety does not describe its enhancement packages, so ask your agent for the forms. The Boston Globe reported in 2016 that Arbella had stopped writing new homeowners-only policies, so expect to buy auto too; ask Safety whether it will write a home on its own.
