Citizens Property Insurance Corporation (Florida) vs Universal Property & Casualty
Citizens is Florida's last-resort insurer with no private rating; Universal is a Demotech A-rated private carrier sold through independent agents.
Verdict
These two are not usually rivals on the same shelf. Citizens is a government-created insurer of last resort, open only to Florida owners who cannot find comparable private coverage for no more than 20% above Citizens' premium. That test applies to new applicants and, since April 1, 2023, at renewal. Universal Property & Casualty is a private Fort Lauderdale company, wholly owned by NYSE-listed Universal Insurance Holdings, that writes in Florida and 18 other states. The practical question is often whether a Citizens policyholder can move to a private carrier like Universal, or whether Universal will write your address at all.
Both are big in Florida. In 2025 Citizens was the largest homeowners writer in the state (7.98% of premiums) and Universal the third largest (7.61%), according to NAIC data. They are moving in opposite directions: Citizens shrank from 1,407,805 policies in September 2023 to 254,736 on October 2, 2026 through takeouts, while Universal had 567,095 Florida policies at the end of 2025 and is growing faster outside the state.
The policies differ where it counts at claim time. Citizens covers personal property at depreciated value unless you add its replacement cost endorsement, and Coverage A is based on either full rebuild cost or actual cash value depending on the policy and home type. Universal lists personal property replacement cost as an optional coverage and offers HO-5 as well as HO-3. Neither profile publishes a roof payment schedule, so ask for it in writing before you choose. Financial strength is also built differently. Citizens carries no private-company rating; it relies on surplus, reinsurance and the power to assess policyholders. Universal is rated Demotech A (Exceptional), affirmed September 9, 2026.
Choose Citizens if
- You have been declined, or private offers all come in more than 20% above Citizens' premium, and your dwelling is under the $700,000 replacement-cost cap ($1 million in Miami-Dade and Monroe).
- You need a wind-only policy because your other coverage excludes wind; Citizens writes those in designated coastal areas.
- You can document wind mitigation: roof shape, roof-deck attachment, shutters or impact windows earn credits on the wind portion of the premium.
- You accept the surcharge exposure (up to 15% of premium, plus emergency assessments) and the flood requirement that applies to most wind-covered homes.
Choose Universal Property if
- You want an independent agent shopping several carriers, or you prefer to quote online through Universal Direct.
- You want an HO-5 form or optional personal property replacement cost, water backup (limited), or scheduled jewelry on the same policy.
- You own a home in one of the other 18 states where it writes, such as North Carolina, where it had 72,839 policies at the end of 2025.
- You are leaving Citizens and a Universal offer falls inside the 20% test; Universal cut its average Florida rate 5.1% effective October 16, 2025.
