Shelter Insurance vs State Farm
Both are exclusive-agent mutuals; State Farm is national and rated A+, while Shelter is a Missouri-centered regional with no AM Best rating we found.
Verdict
Shelter Insurance and State Farm sell the same way: exclusive agents who represent one company and typically handle your home, auto and life policies together. Both are mutuals owned by their policyholders. The gap is scale and disclosure. State Farm is the largest U.S. home insurer, ranked #1 by 2025 premiums ($35.27 billion, 18.67%, per NAIC data) and the largest homeowners writer in 41 states. Shelter, based in Columbia, Missouri, ranked #35 ($775.0 million, 0.41%) and concentrates in the middle of the country: 5th in Arkansas, 6th in Missouri and 9th in Kansas and Oklahoma in 2025. Missouri and Arkansas make up about 45% of its homeowners premium.
Financial strength is where the profiles part ways. AM Best downgraded State Farm Mutual and State Farm Fire and Casualty to A+ (Superior) from A++ on November 14, 2025, citing five straight years of underwriting losses, while still rating the balance sheet at its strongest level. Some State Farm companies are rated lower: State Farm General, which writes California, is B (Fair). We found no AM Best rating for Shelter Mutual; Missouri's most recent financial examination (as of December 31, 2021) reported no material adverse findings, and an affiliate, Haulers Insurance, says it holds A (Excellent). Ask the agent for the current rating of the company named on your policy.
Service records show different evidence. Missouri's 2023 Complaint Index gave Shelter a homeowners, farmowners, mobile home and fire index of 47 on 37 complaints against an expected 100. State Farm was not among the top three homeowners insurers in J.D. Power's 2026 home study, and its California wildfire claims handling faces a regulatory accusation and a county lawsuit. Neither profile gives roof settlement terms.

- You need dwelling fire, mobile home, farmowners or earthquake coverage: Shelter wrote $4.5 million of earthquake premium in Missouri in 2025, which matters near the New Madrid Seismic Zone.
- You are replacing a roof in Oklahoma: its FORTIFIED roof discount is 14% of the wind and hail portion of the premium, based on 2018 filings.
- You value a low Missouri complaint index, 47 for 2021 through 2023.
Choose State Farm if
- You want the largest home insurer, with agents in nearly every state and a 24/7 claims line, app and online tracking.
