Overview

Mutual of Enumclaw (MOE) is a policyholder-owned mutual insurance company based in Enumclaw, Washington, that sells personal, business, and farm and ranch insurance in seven states: Washington, Oregon, Idaho, Utah, Arizona, Montana and Wyoming. It sells only through independent agents, so you cannot buy a policy from the company directly; its agent locator is the way in.

MOE wrote $138.9 million of homeowners premiums in 2025, 0.07% of the U.S. market, which ranked it #109 among U.S. homeowners insurance groups by direct premiums written, according to NAIC market share data. Washington is its largest state: it was the 9th-largest homeowners group there in 2025, with $87.8 million and 2.28% of the market, just behind Seattle's PEMCO Insurance. Its 2025 homeowners loss ratio was about 40% nationally and about 25% in Washington, based on the same NAIC data, a sharp improvement after several difficult years.

Across all lines, MOE reported about $467 million of gross premium for 2025, roughly 358 employees, and 159,333 active policies at year-end. For homeowners, its signature product is the Member's Best home and auto bundle.

History

In 1898 a group of residents of Enumclaw, a farm town southeast of Seattle, formed the Farmers' Mutual Insurance Company. Members shared losses as they happened, each paying their part. The company insured farms across Washington until the late 1940s, when it began covering families, then moved into Oregon and Idaho in 1952 and added commercial insurance for Main Street businesses in 1963. On May 1, 1966, it took the name Mutual of Enumclaw Insurance Company.

Expansion came in steps: Utah in the summer of 2002; a second underwriting company, Enumclaw Property and Casualty Insurance Company, in December 2002; Arizona in April 2014; Montana in January 2018; and Wyoming in April 2020. MOE marked 125 years in February 2023. Bob Otis became president and CEO in April 2025 and restructured the company; in July 2026 MOE named a chief financial officer for the Mutual of Enumclaw Insurance Holding Company, a structure the company says it is developing to support growth. In September 2026 it began rolling out a new logo and brand identity, stressing that the name, ownership, policies and prices are unchanged.

Homeowners coverage

The Member's Best bundle pairs a homeowners policy with auto coverage. On the home side it covers the physical structure (except for condos and townhouses), personal belongings, personal property in storage up to the policy limit, loss of use and personal liability, with coverage for spoiled refrigerated food and temporary living expenses. Bundling adds benefits MOE describes as rare in a standard policy: pet injury coverage, key and lock replacement, mortgage benefit and emergency expense coverage, identity fraud expense coverage and a simplified deductible, plus towing and roadside service on the auto side.

Two endorsements fill gaps many policies leave. equipment breakdown coverage coverage pays to repair or replace appliances and home systems after an electrical, mechanical or pressure-system breakdown, with a $100,000 limit per occurrence after a $500 deductible; it is not available in Arizona. service line coverage pays for underground utility lines from the street to the house that fail from corrosion, decay, collapse or breakdown, with a $10,000 limit after a $500 deductible, temporary-repair and living-expense costs, and "green" replacement up to 150% of replacement cost; it is for homeowners policies only, not condo or renters. A cyber protection option covers cyberattacks, online fraud, data breach and cyberbullying expenses. Which company issues the endorsement, Mutual of Enumclaw or Enumclaw Property & Casualty, depends on which one wrote your homeowners policy.

MOE does not publish a list of policy forms, deductible options or roof settlement terms on its site, so ask your agent whether the dwelling is written at replacement cost and how roof claims are settled.

Discounts and savings

MOE's website does not list homeowners discounts by name. The savings it promotes come from bundling home and auto in Member's Best (see bundling home and auto insurance: when it pays). On billing, it offers full pay or installments; there is no paid-in-full discount, but paying in full avoids installment service charges, and paperless billing saves $2 on each installment charge. Ask your agent which credits, such as protective devices or claims-free history, apply to your home.

Where it sells and recent market moves

MOE sells in the seven states above, with Washington its largest and Montana its fastest-growing since entering in 2018, according to its 2025 annual report. Its recent history is a turnaround. AM Best reported in January 2024 that MOE's surplus fell roughly 31% from year-end 2021 through the first nine months of 2023 after years of underwriting losses, and said management had taken several rate actions in 2023, identified parts of the book to nonrenew and expected to shed nearly 10% of premium. If you were nonrenewed by MOE in 2023 or 2024, that program is the likely reason (see your home insurance was nonrenewed: what to do now).

The pruning shows in the 2025 results: premiums written fell 7% to $445.7 million, membership declined, and personal lines retention slipped slightly. At the same time the combined ratio improved to 100.5 from 117.5, MOE posted a $4.2 million underwriting profit, its first since 2021, and net income of about $50 million lifted equity 16.5% to $314.1 million. For 2026 the company says it is investing in farm products, technology and "improving our pricing for Home and Auto insurance."

Claims

The Claims Response Center takes property claims 24 hours a day, seven days a week at 877-425-2580. Members can also report a claim online through the member site or the mobile app. Have your policy number, a phone number and when and how the damage happened. You receive a claim number and an assigned adjuster, who explains your coverage, evaluates the loss, may inspect the damage, and then pays what the policy owes or explains why there is no payment. MOE posts wildfire guidance, including evacuation steps and defensible-space advice, for members in fire country (see owning a home in a wildfire area: keeping your coverage).

Ratings and reputation

AM Best rates Mutual of Enumclaw Insurance Company and Enumclaw Property & Casualty Insurance Company A- (Excellent). In January 2024 AM Best affirmed that rating but revised the outlook to negative from stable, citing material capital erosion since 2021, underwriting losses in most years and adverse reserve development; it still assessed the balance sheet as very strong. That followed a December 2022 action moving the outlook to stable from positive. MOE's own site lists an A- (Excellent) rating for 2025. A negative outlook signals AM Best could lower the rating if results do not improve, so check the current outlook at ambest.com if a lender or condo board asks (see Financial strength ratings: AM Best, S&P, Moody's and Demotech).

On reputation, MOE says its claims process is "nationally recognized" by members and agents, and it has been named one of Washington's Best Companies to Work For 14 years in a row, a measure of its workforce rather than its claims service.

Who it suits

Mutual of Enumclaw suits homeowners in the Northwest and Mountain West who already work with an independent agent and want a regional mutual that writes home, auto, farm and small business coverage, especially if the Member's Best extras such as service line, equipment breakdown and identity fraud coverage appeal. It suits less well buyers who want to shop online or by phone directly, condo and townhouse owners (the bundle's structure coverage excludes them), or anyone who needs a carrier with a stable, higher rating for a lender.

  • Strengths: policyholder-owned since 1898; independent-agent distribution in seven states; Member's Best bundle extras and service line and equipment breakdown options; 2025 return to underwriting profit and a 16.5% rise in equity.
  • Weaknesses: AM Best outlook revised to negative in January 2024; deliberate nonrenewals and a shrinking policy count in 2023 to 2025; no homeowners discounts listed on its site; no direct sales, and equipment breakdown is unavailable in Arizona.
