Overview
The N&D | Union Mutual Insurance Group joins two of the oldest mutual insurers in New England: the Norfolk & Dedham Group of Dedham, Massachusetts, and the Union Mutual companies of Montpelier, Vermont. Both are owned by their policyholders and sell home, auto and business insurance only through independent agents. Each keeps its own brand, products and headquarters, so your policy and your agent will name either Norfolk & Dedham (or its sister companies Dorchester Mutual and Fitchburg Mutual) or Union Mutual (or its affiliates New England Guaranty and Community Mutual).
The NAIC files them together as N&D Union Mutual Insurance Group, which ranked #85 among U.S. homeowners insurance groups by 2025 direct premiums written, with $220.9 million (0.12% of the national market), according to NAIC market share data. Across all lines, the group reported record direct written premium of $753 million in 2025, policyholder surplus of about $722 million, a 93.2% combined ratio, more than 200,000 policyholders in eight states, 256 employees and about 600 independent agency partners. The book is split roughly evenly between personal and commercial lines.
History
Norfolk & Dedham. Local property owners founded the Norfolk Mutual Fire Insurance Company in Dedham in 1825 under its first president, John Endicott. Dedham Mutual followed in 1837, Fitchburg Mutual in 1847 and Dorchester Mutual in 1855. The Norfolk & Dedham Group formed in 1937 when Norfolk Mutual and Dedham Mutual affiliated, and the company has been at 222 Ames Street in Dedham since 1955. Today Norfolk & Dedham Mutual Fire, Dorchester Mutual and Fitchburg Mutual operate as a pool, and N&D celebrated its 200th anniversary in 2025.
Union Mutual. The Vermont Legislature chartered Union Mutual Fire Insurance Company in 1874, and its first policy was issued on July 28, 1875, on a house in Montpelier. It issued its first dividend policy in 1917 and combined its coverages into a homeowners package policy in 1950. Union Mutual expanded into Maine and New Hampshire in the mid-1950s, tried Florida and Texas through general agents from 1959 (it left Texas in 1964 and Florida in 1968 over catastrophe exposure), and later added Massachusetts (1979), Connecticut (1986), Rhode Island (1987) and New York (1991). It bought State Mutual Insurance Company of Rutland in 1962 and renamed it New England Guaranty, and in December 2013 it affiliated with Community Mutual Insurance Company of Latham, New York.
The affiliation. The two groups announced their intent to affiliate in April 2024 and received approval from the Massachusetts and Vermont insurance departments on November 5, 2024. The deal took the form of what both states call an "acquisition of control": a common board with eight former N&D directors and four former Union Mutual directors, chaired by N&D's Joel P. Murray. Lisa L. Keysar remains president and CEO of Union Mutual. The companies began pooling underwriting results on January 1, 2025, adopted the N&D | Union Mutual name, and named Alex Butensky group chief financial officer.
Homeowners coverage
Union Mutual publishes its personal lines menu, and it is broad for a regional carrier: HO-2, HO-3, HO-5, HO-4 renters and HO-6 condo forms, plus dwelling fire policies for one- to four-unit homes that are owner-occupied or rented out, cottages and camps. A secondary home occupied regularly and reachable all year may qualify for a homeowners policy; a seasonal home left unoccupied three or more months in a row generally goes on a dwelling fire policy instead. That distinction matters across northern New England, where many second homes sit empty over the winter.
Optional coverages include the Homeowners Elite and Plus endorsements (which add personal injury coverage such as libel and slander, higher credit card and counterfeit money limits, and backup of sewers and drains), identity fraud expense coverage, scheduled personal property, and a home business endorsement. Union Mutual also sells NFIP flood policies through its agents. Norfolk & Dedham sells its own homeowners program through its agents; ask yours which N&D company and form will issue the policy and which endorsements are included.
Union Mutual also sends a homeowners renewal questionnaire asking about the year of construction and updates to heating, plumbing, roof and electrical systems, so keep records of those updates.
Discounts and savings
Union Mutual lists a smart device deductible waiver (up to $2,500 of the deductible waived if an installed smart home device fails at the time of a covered loss), a superior home discount for one-family homes in superior condition built within the last 25 years, a new home discount for homes built within 15 years, a standing seam metal roof credit, a credit for permanently installed generators, deductible credits up to a $10,000 deductible, an automatic loyalty discount at renewal, protective device credits for alarms and sprinklers, and a home and auto discount. Through a partnership with EcoNet Controls, it offers policyholders discounted Bulldog automatic water shut-off devices, and the agent can apply a premium credit with proof of installation (see water leak sensors and shutoff valves: discounts and value).
Where it sells and recent market moves
The group writes in eight states: the six New England states, New York and New Jersey. Union Mutual's companies are licensed in Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island and Vermont, with Community Mutual writing in New York.
The affiliation is the main change for policyholders. When it was approved, the companies said products, systems, underwriting appetites and guidelines would stay the same in the near term, with more integrated products over time. In 2026 the combined group was named to the Ward's 50 list of top-performing property and casualty insurers for the first time as a single organization.
Claims
Union Mutual asks policyholders to report claims to their agent first, online through the MyUnionMutual portal, or by phone at 800-300-5261 during business hours (Monday to Thursday 8 a.m. to 4:30 p.m., Friday 8 a.m. to 3 p.m.). After hours, call 800-445-2330, or 877-302-0203 for New York claims. Norfolk & Dedham policyholders should start with their agent or N&D at 800-688-1825.
Ratings and reputation
AM Best affirmed Union Mutual's Financial Strength Rating of A (Excellent) with a stable outlook in July 2024, and both Norfolk & Dedham and Union Mutual were rated A (Excellent) with stable outlooks when the affiliation was approved in November 2024. The group's 2025 annual report says AM Best assigned the combined N&D | Union Mutual Insurance Group a new A (Excellent) group rating in 2025. AM Best's July 2024 report on Union Mutual described its balance sheet strength as very strong.
Neither company appears in J.D. Power's home insurance studies, and no NAIC complaint index was found for the group.
Who it suits
The group suits homeowners in Massachusetts, Vermont, New Hampshire, Maine and the rest of New England who want a long-established, policyholder-owned regional insurer and like working with a local independent agent. Union Mutual's HO-5 form, seasonal-home rules and credits for newer homes, standing seam roofs and generators address common situations in northern New England. It suits less well buyers who want to purchase online or by phone without an agent, or homeowners outside the Northeast.
- Strengths: A (Excellent) from AM Best for both companies, with more than $700 million of surplus at year-end 2025; mutual ownership and roughly 200 years of history; broad form choices including HO-5 and dwelling fire; useful credits such as the smart device deductible waiver and water shut-off device credit.
- Weaknesses: sold only through independent agents; products and service still differ between the N&D and Union Mutual companies; limited consumer-facing detail on N&D's homeowners program; no J.D. Power ranking.
