Overview

Pacific Specialty Insurance Company is a family-owned property and casualty insurer based in Anaheim, California, and the flagship of what it calls the McGraw Group of Affiliated Companies; the NAIC files the group as Western Service Contract Group. It is a property specialist. It sells homeowners, condo, renters, landlord and mobile home policies, plus motorcycle, off-road vehicle, umbrella and personal liability coverage, but no standard car insurance, so it competes for the home policy rather than the home-and-auto bundle. Policies are sold through independent agents, which the company calls producers.

The group ranked #74 among U.S. homeowners insurance groups by 2025 direct premiums written, with $270.8 million (0.14% of the national market), according to NAIC market share data. Most of that is in California. California Department of Insurance figures show Pacific Specialty wrote $201.5 million of California homeowners premium in 2025, 1.23% of the state's licensed market, which ranks it 14th among homeowners groups in the state based on that data and puts about three-quarters of its homeowners business in California. Homeowners coverage is also sold in Arizona, Connecticut and New Jersey, and the company says it is admitted in all 50 states and Washington, D.C.

History

Jack McGraw founded the business in 1976, at age 46, as the McGraw Group; his wife, Joan, joined in the late 1970s and worked in the company until his retirement in 1994. The insurer, which became Pacific Specialty Insurance Company, first made its name on motorcycle and personal watercraft coverage. The 1994 Northridge earthquake changed its course: the company says the quake prompted a shift in strategy toward homeowners and other property lines, and it still describes itself as one of the top 25 homeowners writers in California.

Mike McGraw, Jack's son, succeeded his father as chief executive. He started at the company at age 11 in the file department and says there is "not a job in the company" he has not done. Jack McGraw has been inducted into the Insurance Hall of Fame. The company remains family-owned, and its website is published under the name of an affiliated agency, McGraw Insurance Services, L.P.

Homeowners coverage

The homeowners policy is an HO-3 covering dwelling, other structures, personal property, loss of use, personal liability and medical payments. Pacific Specialty's site lists both actual cash value and replacement cost settlement options, so check which applies to your dwelling and your belongings before you sign; the difference matters most on an older roof or a total loss (see replacement cost vs actual cash value: why it matters).

The optional coverage list is long for a regional writer: increased dwelling coverage, ordinance or law coverage coverage, water backup, service line, equipment breakdown, loss assessment, animal liability, personal injury, identity theft, personal cyber protection, personal computer equipment, mortgage payment protection and, in California, business personal property. Ordinance or law coverage matters after a California fire, when rebuilding to current code can add a large share to the cost. Say a 1970s house with a $500,000 dwelling limit burns and code upgrades add $60,000. The ISO HO-3 form includes ordinance or law coverage of only 10% of the dwelling limit, $50,000 here, and insurers' own forms vary, so the endorsement is what closes the gap.

The landlord line is a large part of the business. Pacific Specialty writes rented houses on a basic dwelling fire form (DP-1) or a special form (DP-3) with open-perils coverage on the building, and also insures vacant homes, second homes and, in California, mobile and manufactured homes. It does not cover homes used as permanent short-term rentals such as Airbnb units. Earthquake coverage is written as a separate policy through Palomar, and flood coverage is offered separately as well.

Discounts and savings

Pacific Specialty lists a multi-policy discount for two or more active policies with the company, a claims-free discount, a senior citizen discount for retired policyholders 55 or older or residents of retirement communities, security system credits for sprinklers or central fire or burglary alarms, windstorm mitigation credits for protected windows, skylights, doors and vents, a roofing credit for hail-resistant, tile or new roofs, an e-delivery discount and a gated community discount for permanently locked communities with on-site security. Ask the agent which apply in your state; not every credit is filed everywhere.

Where it sells and recent market moves

Homeowners, condo, renters and landlord policies are available in Arizona, California, Connecticut and New Jersey, and mobile home coverage in California. The company says it plans to expand homeowners coverage nationwide but has not named dates.

California is where the risk sits. Pacific Specialty's California homeowners book reported $214.2 million of direct incurred losses against $207.6 million of earned premium in 2025, the year of the Los Angeles wildfires, according to the state's market share data. Even so, the California Department of Insurance listed Pacific Specialty in December 2025 among six companies that had committed to growing in California rather than shrinking, and again in August 2026 among 11 insurance groups staying and growing in wildfire-affected areas under the Sustainable Insurance Strategy. The department describes these as company commitments; it did not publish approved rate changes for Pacific Specialty in those announcements.

Claims

Claims can be reported 24 hours a day at 800-962-1172 or through the online claims portal, either logged in to your account or as a guest. Family members or other representatives can start a claim on your behalf. After you report a loss, Pacific Specialty assigns an adjuster, may schedule an inspection and asks for documentation such as photos and receipts before deciding the claim. Your agent can also help you report and follow the claim.

Ratings and reputation

Pacific Specialty's website gives its AM Best financial strength rating as A- (Excellent) as of October 2026, without an affirmation date. The latest dated AM Best action we found was in July 2018, when AM Best lowered Pacific Specialty Insurance Company and Pacific Specialty Property and Casualty Company to A- from A (Excellent), with a stable outlook, citing a decline in policyholder surplus (Insurance Journal). The company also says it was named to the Ward's 50 list of top-performing property-casualty insurers for three consecutive years.

Who it suits

Pacific Specialty suits California homeowners, landlords and mobile home owners who work with an independent agent and want a company focused on property, with endorsements such as ordinance or law, service line and equipment breakdown. It suits less well people who want to buy online without an agent, want home and car on one bill with one company, or live outside its four homeowners states.

  • Strengths: a property specialist with landlord (DP-1 and DP-3), vacant home, second home and mobile home policies; a long list of optional endorsements; named by California regulators among insurers committed to growing in the state; family ownership since 1976.
  • Weaknesses: homeowners sold in only four states, with about three-quarters of premium in wildfire-exposed California; no standard auto insurance to bundle; 2025 California homeowners losses exceeded earned premium; earthquake coverage comes from a separate carrier.
