The home insurance market in Iowa

Iowa homeowners paid $1.77 billion in homeowners premiums in 2025, according to NAIC market share data. These are the 10 largest insurance groups by 2025 direct premiums written:

Rank Insurer group 2025 premiums Share
1 State Farm $442.8 million 25.04%
2 Farm Bureau Financial Services $184.9 million 10.46%
3 American Family Insurance $172.0 million 9.73%
4 Auto-Owners Insurance $151.6 million 8.57%
5 Nationwide $126.8 million 7.17%
6 Allstate $95.8 million 5.42%
7 West Bend Insurance $78.0 million 4.41%
8 Travelers $47.0 million 2.66%
9 USAA $46.8 million 2.64%
10 Farmers Insurance $43.0 million 2.43%

Iowa's market looks different from the national top 10. Farm Bureau Financial Services, the Iowa Farm Bureau group, is second with about 10% of premiums, though it ranks 40th nationally, and West Bend, a Wisconsin mutual that ranks 71st nationally, makes the state's top seven. Allstate, second in the country, is sixth here. The top 10 groups wrote about 79% of premiums, so more than a fifth of Iowa's market belongs to smaller mutuals and regional companies. That depth is useful when a large carrier tightens underwriting in your area.

What drives home insurance costs in Iowa

Iowa's losses come from the sky and the rivers. The Aug. 10, 2020 derecho brought a federal major disaster declaration for severe storms. In 2024 alone FEMA declared three major disasters: tornadoes on April 26 and 27, storms, tornadoes and flooding from May 20 to 31, and storms, flooding, straight-line winds and tornadoes from June 16 to July 23. A severe winter storm on March 19, 2025 and storms and flooding from July 1 to 4, 2026 brought two more. The Insurance Division calls flooding one of the most common natural disasters in the state.

Nationally, wind and hail cause more homeowners claims than any other peril, according to III's analysis of ISO data, so a roof claim is the one most Iowa homeowners should prepare for; see hail damage claims: roofs, siding and windows before you call a contractor. The NAIC's average HO-3 premium for Iowa was $1,342 in 2023, below the $1,737 countrywide average.

Deductibles and coverage rules to know

Iowa has no hurricane or named-storm deductible rules. Some policies carry a separate wind/hail deductible that can be a percentage of the dwelling limit; say your dwelling limit is $250,000 and that deductible is 1%: you pay the first $2,500 of a hail claim. Check the declarations page and use the hurricane and percentage deductible calculator.

Iowa's Insured Homeowner's Protection Act (Iowa Code §515.137A) is aimed at storm-chasing contractors. If you sign a post-loss assignment of benefits to a residential contractor, the contractor may not rebate your deductible as an inducement, charge you a fee to cancel, act as an unlicensed public adjuster, or collect your living-expense or loss-of-use money. The assignment must itemize the work, materials and price, carry a 14-point warning, and let you cancel without penalty within five business days. See assignment of benefits: what to know before you sign.

Flood and other gaps

Standard homeowners policies exclude flood, and the Insurance Division reminds Iowans that a new flood policy can take 30 days to take effect. FEMA counted 9,026 NFIP policies in force in Iowa as of Sept. 30, 2026, led by Cedar Rapids (868), Council Bluffs (562), Des Moines (512), Davenport (392) and Iowa City (389). The average annual NFIP payment in Iowa, about $1,695 per policy by our calculation from FEMA's state data, is above the national figure of about $1,247. See NFIP flood insurance explained and the 30-day flood insurance waiting period.

If you can't find coverage

The Iowa FAIR Plan Association, formed on Oct. 25, 1968, is the state's insurer of last resort and describes itself as basic coverage that provides less than the voluntary market. Its dwelling program uses the ISO Dwelling Property 1 Basic Form (DP 00 01) for one- to four-family homes, including single-family mobile homes, with a $1,000 all-perils deductible, and the limit cannot exceed the lesser of the home's actual cash value or market value. To qualify you need a rejection, nonrenewal or cancellation notice from the past six months, and only a licensed Iowa agent can submit the application. The Plan wrote 970 policies in fiscal 2023, according to Property Insurance Plans Service Office data published by III. Call 515-255-9531. See FAIR plans explained: the insurer of last resort for homes.

Iowa's notice rules for personal lines (Iowa Code chapter 515): an insurer must send a renewal offer or a nonrenewal notice at least 60 days before the policy ends, and a nonrenewal notice must state the specific reasons. If it misses that deadline, the policy is extended on the same terms. After a policy has been in force 60 days, the insurer may cancel only for listed reasons such as nonpayment, fraud or a substantial increase in the risk, with 30 days' notice, or 10 days for nonpayment. Start with your home insurance was nonrenewed: what to do now.

Claims rules and deadlines

The Insurance Division's claims rules (Iowa Admin. Code 191-15.41 and 15.42) set firm clocks. An insurer must acknowledge your claim within 15 days and reply to your communications within 15 days. Within 30 days after receiving a properly executed proof of loss, it must accept or deny the claim in writing, citing the specific policy provision for any denial; if it needs more time, it must tell you why within those 30 days and write again every 45 days. Undisputed amounts must be paid within 30 days after it accepts liability, and an insurer may not label a check "final" unless the limit was paid or you agreed to a settlement.

The standard fire policy written into Iowa law bars a lawsuit not started within 12 months after the loss, though insurers may offer more favorable terms (Iowa Code §§515.109, 515.110). Read your policy's suit clause the day you file, not the day talks break down. Iowa has no state claim mediation program.

Discounts and mitigation programs

Iowa has no statewide mitigation grant program and is not among the nine states IBHS listed in July 2025 as offering statewide FORTIFIED grants. Discounts for impact-resistant roofs and other upgrades are set company by company; ask for each insurer's Iowa credit in writing before you choose a roof.

Where to get help

The Iowa Insurance Division, part of the Iowa Department of Insurance and Financial Services, regulates insurers and runs a consumer advocate bureau that investigates complaints. Call 877-955-1212 toll-free in Iowa or 515-654-6600. The online complaint form is the preferred route; gather your policy, claim number, letters and notes of who you spoke with first. The office is at 1963 Bell Avenue, Suite 100, Des Moines, IA 50315. The Division says the complaint process typically takes 30 to 45 days. You cannot file with Iowa if your policy was issued in another state. See how to file a complaint with your state insurance department.
