Allstate vs Progressive Home
Both are stock companies rated A+ by AM Best; Allstate sells homes through its own agents, while a Progressive quote may be written by a partner carrier.
Verdict
Allstate and Progressive Home are both publicly traded stock companies, and both rated A+ (Superior) by AM Best. Allstate ranked #2 among U.S. homeowners groups by 2025 premiums ($17.77 billion, 9.40% of the market, per NAIC data), and Progressive Group ranked #12 ($3.34 billion, 1.77%). Allstate reported about 7.7 million homeowners policies in force at the end of 2025, Progressive about 3.64 million property policies (homeowners, condo and renters) at the end of March 2026.
Who you are actually buying from is the difference to settle early. Allstate-brand homeowners are sold by exclusive Allstate agents, online and by phone, written by Allstate affiliates, and by Castle Key companies in Florida. Allstate also sells National General through independent agents. A Progressive quote may be written by Progressive Home (the former American Strategic Insurance of St. Petersburg) or by one of the partner carriers its in-house agency places business with, among them American Integrity, Bamboo, Hippo, Homesite, Nationwide, Openly and Tower Hill. Coverage, roof settlement terms and claims service differ by carrier, and each is responsible for its own claims. Allstate's House & Home form uses a roof payment schedule in many states, so wind or hail damage to an older roof is paid by age and material. We did not find roof settlement terms in Progressive's coverage pages, which list water backup, personal injury and scheduled personal property as options, so read the carrier's own form.
Both have pulled back from storm-exposed markets in different places. Allstate has written no new California homeowners policies since 2022 (it filed on August 31, 2026 to begin reopening, and the state said on September 18 it was not yet open). In Florida, its homes are written by Castle Key, which AM Best rated B (Fair) in September 2026. Progressive Home nonrenewed about 56,000 Florida policies in 2022 and said it would not renew about 100,000 more from May 2024, and it restricted new homeowners business for certain agents in Texas in September 2024. By its first-quarter 2026 report it was selectively increasing availability again.
