Florida Peninsula Insurance vs Universal Property & Casualty
Both are Demotech A-rated Florida domestics sold by independent agents; Universal is public and writes in 19 states, Florida Peninsula is private, Florida-only.
Verdict
These are the two private-market neighbors on most Florida agents' shelves. Florida Peninsula (with its subsidiary Edison) was the state's second-largest homeowners group in 2025 with 7.84% of premiums; Universal Property & Casualty was third with 7.61%, according to NAIC data. Both sell through independent agents, both rely on Demotech rather than AM Best, and both have cut Florida rates since the 2022-2023 reforms. For a Florida owner the differences are in the details of the policy and the company behind it.
Florida Peninsula is privately owned by Florida Peninsula Holdings, LLC, writes only in Florida, and is run day to day by an affiliated managing general agent, Windward Risk Managers. Universal is a subsidiary of NYSE-listed Universal Insurance Holdings, writes in 19 states, and keeps underwriting, claims and inspections inside the group. If you ever move, or own a second home in the Carolinas or the Northeast, only Universal follows you; for an in-state shopper that matters less.
On the policy, Universal offers four homeowners forms, HO-2, HO-3, HO-5 and HO-8, while Florida Peninsula sells an HO-3, plus condo, renters and a DP-3 for rentals and homes titled to an LLC or trust. Florida Peninsula raises its small special limits through three priced packages (Plus, Gold and Platinum); Universal lists its extras as optional coverages, including personal property replacement cost. Roofs deserve a direct question to each agent: Florida Peninsula's DP-3 brochure says non-storm roof damage is paid at stated value, and Universal's profile gives no schedule.
Choose Florida Peninsula if
- You are a Florida homeowner, condo owner or small landlord and prefer a carrier whose whole book, and $650 million of Palm Re cat bond protection in 2026, is built around Florida.
- You hold a Citizens policy and may get a takeout offer; Florida Peninsula took repeated rounds from late 2023 through 2026.
- You want bundled limit increases (money, jewelry, credit card) in one priced package rather than a menu of add-ons.
- Your rental or seasonal home is titled to an LLC or trust, and you want a DP-3 written for that, once you have read its roof terms.
Choose Universal Property if
- You want a choice of HO-2, HO-3, HO-5 or HO-8, or an older home that fits one of those better.
- You also own property in another state it writes, such as North Carolina, New York or Georgia.
- You want to quote online through Universal Direct as well as through an agent.
- You value a second rating: Universal also carries a Kroll A- as of its 2025 annual report, alongside Demotech.

Quote the same Coverage A, hurricane deductible, water backup limit and endorsements with both, and confirm each is writing new business at your address, bearing in mind that Florida carriers routinely pause binding when a storm threatens.
