Overview

Florida Peninsula Insurance is a Boca Raton homeowners insurer that writes business in one state: Florida. Its NAIC group, Florida Peninsula Holdings Group, contains two carriers, Florida Peninsula Insurance Company and its wholly owned subsidiary Edison Insurance Company. The group ranked #21 among U.S. homeowners insurance groups by 2025 direct premiums written, with $1.48 billion (0.78% of the national market), according to NAIC market share data. Because all of that premium is Floridian, the national rank understates its local weight: in 2025 it was Florida's second-largest homeowners group, with 7.84% of the state market, behind only the state-run Citizens Property Insurance Corporation.

Neither carrier has its own sales force. Policies are sold through independent agents (Edison says more than 2,000 agencies represent it), and both companies are run day to day by an affiliated managing general agent, Windward Risk Managers, which handles underwriting, policy service and claims. Windward also manages a third carrier, Ovation Home Insurance Exchange, a reciprocal exchange launched in 2024.

Most of the group's recent growth came out of Citizens. Office of Insurance Regulation (OIR) data cited by Insurance Journal put Florida Peninsula at about 197,000 policies and Edison at about 148,000 (125,000 homeowners and 23,400 condo unit-owner policies) in the first quarter of 2026. Many of those customers did not shop for the company; they arrived through a Citizens takeout offer.

History

Florida Peninsula Insurance Company received its Florida license on April 22, 2005. Stacey Giulianti, still its chief legal officer, co-founded it that year with three partners, and Paul Adkins has served as chief executive. Its first season was a hard test: Hurricane Wilma crossed South Florida in October 2005.

Edison Insurance Company was incorporated on March 9, 2005 and began operating in January 2006. Florida Peninsula Holdings, LLC bought Edison Insurance Group effective January 5, 2010 and contributed Edison's shares to Florida Peninsula Insurance Company, which is why Edison is now a subsidiary of the Florida Peninsula carrier rather than a sister company. Edison stopped writing new business on January 1, 2012, with renewals moved to Florida Peninsula, and resumed writing new residential policies at the end of 2014 under an OIR consent order dated September 18, 2014.

The management company, long called Florida Peninsula Managers, was renamed Windward Risk Managers in August 2024 as it took on Ovation. Since 2024 the group has also built a catastrophe bond program through Palm Re Ltd. of Bermuda: after the 2026-1 issue priced in April 2026, Artemis reported $650 million of Florida named-storm protection outstanding from Palm Re, covering Florida Peninsula, Edison and Ovation.

Homeowners coverage

Florida Peninsula sells an HO-3 homeowners policy, an HO-6 condo policy, renters (HO-4) coverage and a DP-3 dwelling policy for rentals, seasonal homes and homes titled to an LLC, trust, partnership or corporation. Edison writes homeowners and condo policies only. The HO-3 carries the usual six coverages, dwelling through medical payments to others.

Optional coverages on the company's site include animal liability, equipment breakdown and service line, identity theft restoration, solar panel coverage, a social media protection add-on and separately sold flood insurance, which matters because the homeowners policy itself excludes flood. Three "premium packages" raise the base policy's small internal limits: Plus ($30 a year), Gold ($50) and Platinum ($115). All three lift money to $500, credit card and forgery to $1,000 and jewelry and furs to between $2,000 and $5,000, with no single item above $1,500. Gold and Platinum add $100,000 of personal injury coverage, and Platinum also adds $100,000 of personal liability, $3,000 of medical payments and $5,000 of water backup coverage. For an engagement ring worth more than $1,500, a scheduled personal property item is still the right tool.

Read the DP-3 settlement terms carefully. The brochure says the dwelling is covered at replacement cost for hurricane or total-loss events, but for non-storm damage "roofs are insured for their stated value," a form of roof payment schedule. Every Florida policy also carries a separate hurricane deductible. Say a home is insured for $400,000 with a 2% hurricane deductible: the owner pays the first $8,000 of hurricane damage.

Discounts and savings

The HO-3 brochure lists discounts for monitored security systems, paying the premium in full and wind-mitigation features. The DP-3 brochure adds claims-free history, good credit, air-conditioning maintenance contracts, secured (gated) communities and owners 55 and older. In Florida the wind credits usually matter most: a wind mitigation inspection on the state's uniform form documents roof shape, roof-deck attachment, roof-to-wall connections and opening protection, and the credits can be large on newer or retrofitted homes. Ask the agent to apply a current inspection report before binding.

Where it sells and recent market moves

Both carriers write only in Florida. Florida Peninsula also holds a South Carolina license and Edison a New Jersey license, but OIR's examination reports for 2022 say neither writes business outside Florida.

The group has been one of the steadiest buyers of Citizens takeout policies. OIR's takeout list shows Florida Peninsula approvals in November and December 2023 (alongside Edison), July, October and November 2024, July and November 2025, and May 15, 2026, with assumption dates running through October 20, 2026. The July 2025 order allowed up to 40,000 policies. Under Florida law, a homeowner who receives a takeout offer on a primary residence generally loses Citizens eligibility unless the private premium is more than 20% higher than Citizens' renewal premium, so a takeout letter deserves a call to the agent rather than a shrug.

Prices have turned down since the 2022–2023 Florida reforms. In August 2025 Florida Peninsula filed for average decreases of 8.4% on homeowners and 12% on condo policies, which it called the largest cut in its history. In June 2026 Windward announced approved cuts for Edison of about 10% on HO-3 and 10.5% on HO-6 policies (new business from July 1, renewals from July 15, 2026), plus a 0.9% average cut on Florida Peninsula DP-3 policies and removal of a surcharge on tenant-occupied DP-3 homes. Individual premiums can still rise with roof age, location or claims.

Claims

Florida Peninsula takes claims around the clock through its customer portal, by phone at 866-549-9672, or through the agent; water losses have a dedicated line, 888-332-3419. Edison claims go to 888-683-7971. The company says an adjuster calls within 24 to 48 hours to schedule an inspection, and preferred vendors handle emergency water mitigation, debris removal, roof tarping and board-up. In October 2026, with Hurricane Isaias forecast to strike Florida's Gulf Coast, the company posted a suspension of new policy binding and directed storm claims to its portal and claims line; binding suspensions like this are routine for Florida carriers when a storm threatens and usually lift after it passes. Florida law now requires insurers to pay or deny most residential claims within 60 days.

OIR's targeted market conduct examination of Florida Peninsula's Hurricane Ian claims, issued April 1, 2024, reviewed 322 claims. It found 16 (5.0%) not acknowledged within the required 14 days, 58 (18.01%) with follow-up letters missing the adjuster's name and license number, nine (2.8%) not paid or denied within 90 days, and six interest miscalculations on late payments. The report did not state a penalty, and Florida Peninsula was not among the companies named in OIR's 2025 announcements of fines from its Ian and Idalia examinations.

Ratings and reputation

Demotech affirmed Financial Stability Ratings of A (Exceptional) for both Florida Peninsula Insurance Company and Edison Insurance Company on September 14, 2026. Like most Florida domestic carriers, the group relies on a Demotech rating; its site does not show an AM Best rating. The carriers were not named in the published results of J.D. Power's 2025 or 2026 home insurance or property claims studies, which feature national brands. In August 2025 Adkins told the Palm Beach Post that lawsuits against the company had fallen 80% from their 2021 level.

Who it suits

Florida Peninsula suits Florida homeowners, condo owners and small landlords who want a large Florida carrier through a local independent agent, including people being taken out of Citizens. It suits less well anyone who wants a national brand, a direct online purchase or an insurer with an AM Best rating, and landlords should price the DP-3 roof terms before comparing premiums.

  • Strengths: Florida's second-largest homeowners group in 2025, with two decades and several major hurricanes behind it; Demotech A (Exceptional) ratings affirmed September 2026; a $650 million cat bond layer for the 2026 season; DP-3 coverage for LLC- and trust-owned homes; rate cuts filed or approved in 2025 and 2026.
  • Weaknesses: Florida only, so coverage does not follow you out of state; no AM Best rating and no J.D. Power ranking; non-storm roof damage on DP-3 policies is paid at stated value; OIR's Hurricane Ian exam found late or incomplete claim communications.
