Overview

Neptune Flood is the largest private flood insurance provider in the United States and the best-known alternative to the National Flood Insurance Program (NFIP). It sells flood insurance only. A standard homeowners policy excludes flood (see does homeowners insurance cover flooding?), so a Neptune policy is bought separately and sits beside your homeowners policy, not in place of it.

Neptune is not an insurance company in the usual sense. It is a managing general agent: it prices, underwrites and issues policies on behalf of a panel of insurers and reinsurers and earns commissions and fees, but it takes no balance sheet risk and does not handle claims itself. As of June 30, 2026, that panel had 45 capacity providers, including 37 reinsurers, backing eight insurance programs. Underwriting is automated through Neptune's Triton platform, with no human underwriters.

Neptune had 316,106 policies and $419 million of premium in force on June 30, 2026, up 29% and 32% from a year earlier. In its 2025 IPO registration statement, Neptune estimated that it held just 6% to 7% of the whole U.S. primary residential flood market, which the NFIP still dominates. Because flood is a separate line from homeowners multiple peril, Neptune does not appear in the NAIC homeowners rankings. Agents and brokers produced more than 96% of its policies in force at mid-2026.

History

Neptune's June 2018 launch announcement describes a company founded in 2016 by insurance and technology veterans, with Jim Albert as chief executive. Neptune Flood Incorporated was incorporated in Delaware in February 2017, and the company now dates its founding to 2018, the year it opened what it called America's first online flood insurance store. Trevor Burgess, founder and former CEO of C1 Bank, led a seed round of more than $2 million in January 2018 and became chairman; he is now chairman and CEO. The first policies were backed by Lloyd's of London, with a five-day waiting period and building limits up to $1 million.

Neptune expanded state by state, reached 100,000 policies in early 2022, and in May 2023 sold a substantial minority stake to Bregal Sagemount and FTV Capital, when it served more than 150,000 customers in 48 states and D.C. It launched an excess flood product in February 2024 and bought data science firm Charles River Data in May 2024. Neptune Insurance Holdings Inc. was formed as a holding company in 2025, and its Class A shares began trading on the New York Stock Exchange under the ticker NP on October 1, 2025. A secondary offering followed in May 2026. In January 2026 it added Somers Syndicate 3705 at Lloyd's to its capacity panel.

Homeowners coverage

Neptune's residential product is flood coverage for the building and its contents. The key differences from the NFIP's Standard Flood Insurance Policy:

Feature NFIP (FEMA) Neptune
Building limit, single-family home $250,000 Up to $15 million (since June 2026; $7 million before)
Contents limit $100,000, actual cash value Up to $500,000, with replacement cost available
Waiting period Generally 30 days 10 days, per Neptune's site; none for a real estate closing or a rollover from another policy
Temporary living expenses Not covered Optional
Who stands behind the policy Federal government Private insurers and reinsurers named on the declarations page

Optional coverages listed on Neptune's site include temporary living expenses, basement contents, unattached structures and pool repair and refill. In June 2026 it added outdoor trees, shrubs and plants coverage of up to $2,500 for homes. For owners who want to keep an NFIP policy, Neptune's excess flood product sits above the NFIP's $250,000 building limit.

Private flood has trade-offs a homeowner should weigh. Neptune's rates follow its own model, so a home that the NFIP still prices below full-risk cost (FEMA caps most annual increases at 18%) may cost more privately. Private insurers can also nonrenew or reprice in ways the federal program does not, and some insurers behind Neptune policies, including Lloyd's syndicates, write on a surplus lines basis, which state guaranty funds generally do not cover. If a lender requires flood insurance on a home in a special flood hazard area, federal rules effective July 1, 2019 require it to accept a private policy that meets the statutory definition of private flood insurance; ask Neptune or your agent for the compliance wording on the policy.

Where it sells and recent market moves

Neptune writes in all 50 states and Washington, D.C. Its growth tracks the NFIP's troubles. When the NFIP's authorization lapsed from October 1 to November 12, 2025, the program could not issue new or renewal policies, while Neptune kept binding coverage for home closings. The NFIP is currently authorized through December 11, 2026. Neptune's own filings name Risk Rating 2.0, which is moving NFIP premiums toward full-risk prices, as a reason price-sensitive policyholders look at private alternatives.

On the product side, Neptune raised building limits to $15 million on all primary and excess flood policies in June 2026 and launched a quoting app inside ChatGPT in March 2026. Its business depends on capacity providers renewing each year; it renewed its two largest capacity programs on improved terms in the second quarter of 2026.

Claims

To report a flood claim, call Neptune at 727-202-4815 and press 1 for claims, or start a claim through the digital assistant on neptuneflood.com. The call goes to a third-party claims administrator, which assigns an account manager, usually by the next business day, and then an adjuster. Neptune's claims guide says to have your policy number, contact details and a description of the damage ready, photograph damage before removing anything, and take steps to prevent further damage. It warns that the process can take 12 weeks or longer after major events. Neptune does not recommend or provide repair contractors.

Ratings and reputation

Neptune is an agency and MGA, so it has no financial strength rating of its own; your claim is owed by the insurer named on your declarations page, and you should look up that company's rating. At launch in 2018, Neptune's policies were backed by Lloyd's, which AM Best then rated A (Excellent). Neptune reports a lifetime written loss ratio of 19.5% as of June 30, 2026, and says its policies have consistently outperformed the NFIP's written loss ratio. Neptune is not ranked in J.D. Power's home insurance studies, and no NAIC complaint index was found for it, because complaints are recorded against the underlying insurers.

Who it suits

Neptune suits owners of higher-value homes who need more than $250,000 of building coverage, buyers who need flood coverage in place quickly for a closing, and anyone who wants replacement cost on contents or help with temporary living expenses after a flood. It suits less well an owner whose subsidized NFIP rate is still well below full-risk cost, or someone who wants the federal program's guarantee behind the policy.

  • Strengths: building limits up to $15 million; 10-day waiting period and no wait at closing; coverages the NFIP does not offer, such as temporary living expenses; kept writing during NFIP lapses; available in all 50 states.
  • Weaknesses: private carriers can reprice or leave the program; some capacity is surplus lines without guaranty fund protection; claims handled by a third-party administrator, not Neptune; may cost more than an NFIP policy that is still on a discounted glide path.
