Overview

Southern Oak Insurance Company is a privately held property insurer that writes residential coverage in one state, Florida. It sells homeowners, condo unit-owner, renters and rental dwelling policies through a statewide network of independent agents, plus a flood endorsement and National Flood Insurance Program policies. The company describes itself as wholly owned and operated by Florida residents, with home offices in the Jacksonville area; its mailing address is in Ponte Vedra Beach.

Southern Oak ranked #64 among U.S. homeowners insurance groups by 2025 direct premiums written, with $337.0 million (0.18% of the national market), according to NAIC market share data. All of that is Florida business, roughly 1.8% of the state's $18.83 billion homeowners market based on NAIC data. That puts it well behind Florida's largest writers, such as Citizens, Florida Peninsula and Universal, but in the solid middle tier of the state's domestic carriers.

Like most Florida domestic insurers, it is rated by Demotech rather than AM Best, and much of its recent growth has come from policies taken out of Citizens Property Insurance Corporation.

History

Southern Oak says it was established in 2004 as a Florida-domiciled company to provide residential property coverage. Tony A. Loughman, a Jacksonville native who holds the CPCU and ARM designations, is its founder, president and chief executive; before Southern Oak he worked as a claims adjuster, underwriter and chief underwriting officer. Several of its executives came from Florida's state-backed market: its vice president of underwriting was director of product development at Citizens, and its finance vice president was treasurer of the Florida Windstorm Underwriting Association, a Citizens predecessor.

The management team has been stable for years, with additions as the company grew. Chief financial officer Heather McCoy joined in October 2021 from FHM Insurance Company, and chief operating officer Steve Bitar joined in January 2023 after about 17 years at Citizens and three at Olympus Insurance.

Homeowners coverage

The homeowners policy, an HO-3, covers the home and attached structures, other structures, personal property, additional living expenses, personal liability and medical payments to others. Optional coverages include identity theft protection up to $25,000, scheduled personal property, personal property replacement cost, golf cart physical damage, animal liability (a $25,000 liability sublimit with $2,000 of medical payments), hurricane coverage for screened enclosures, which is not included automatically, optional sinkhole coverage on top of the catastrophic ground cover collapse coverage Florida policies include, and backup of sewers and drains. Two premium packages, called Acorn and Canopy, raise several limits and add coverages not otherwise sold.

Flood is handled two ways. The Southern Oak flood endorsement can be added to eligible homeowners policies; the company says it offers limits above the NFIP's $250,000 building cap, no 30-day waiting period, broader other-structures coverage and a single adjuster for home and flood claims (see Private flood insurance vs the NFIP). Homes that do not qualify can buy standalone NFIP policies through the company.

Two terms deserve attention. Southern Oak offers a Roof Replacement Schedule endorsement that ties roof coverage and rates to the roof's age and material, a form of roof payment schedule: it lowers the premium but pays less for an older roof. And every Florida policy carries a hurricane deductible; state law sets the options at $500 or 2%, 5% or 10% of the dwelling limit. Say your home is insured for $350,000 with a 2% hurricane deductible: you pay the first $7,000 of hurricane damage.

Discounts and savings

Wind mitigation credits apply to the wind portion of the premium. Homes built on or after January 1, 2002 under the Florida Building Code get a credit automatically, and further credits are available for opening protection (shutters or impact-rated windows and doors) and a hip roof; older homes can also earn credits for code-equivalent roof coverings, roof-deck attachment, roof-to-wall clips or wraps, and secondary water resistance, documented on the state's wind mitigation inspection form (OIR-B1-1802). Mobile homes do not qualify.

Southern Oak also lists credits for a correct, recent roof year, burglar alarms including smart systems such as Ring, Arlo and SimpliSafe, fire alarms and sprinklers, and three levels of water leak detection, from alert-only sensors to flow-based systems that shut off the main supply. Other discounts cover electronic policy delivery, seniors 60 and older (or 55 and retired), secured communities with a single entry or 24-hour patrol, and homes by an accredited builder. Documentation is required, and inspection costs fall on the homeowner.

Where it sells and recent market moves

Southern Oak writes only in Florida. Its most important recent activity is Citizens depopulation: the Florida Office of Insurance Regulation's takeout list shows Southern Oak approvals on July 31, October 31 and December 28, 2023; July 31, October 4 and November 5, 2024; June 16 and November 20, 2025; and March 16 and July 17, 2026, with the latest assumption dates on October 20, November 17 and December 15, 2026.

If you receive a takeout offer from Southern Oak, read it carefully. Under Florida law, a homeowner on a primary residence generally loses Citizens eligibility when an authorized insurer offers comparable coverage at a premium no more than 20% above Citizens' renewal premium. Compare deductibles, roof settlement terms and the flood options, not only the price.

Claims

Report damage to Southern Oak's claims team at 877-900-2280, through the online claim form or the mobile app, or through your agent. For water losses, the company says calling it or the agent first lets it dispatch preferred emergency vendors, often at no cost to the homeowner, and it warns against contractors who solicit claims. NFIP flood claims go to 800-725-9472. Florida law requires insurers to acknowledge a claim within 7 days and pay or deny most residential claims within 60 days, and most new claims must be reported within one year of the date of loss.

Ratings and reputation

Demotech affirmed Southern Oak's Financial Stability Rating of A (Exceptional) on September 14, 2026, and its Demotech filing puts reinsurance utilization at 30% to 40% of premium. The company says its reinsurers carry AM Best ratings between A- and A++. Southern Oak itself has no AM Best, S&P or KBRA rating, which is typical of Florida domestic carriers (see Demotech ratings and Florida's insurers), and it was not named in J.D. Power's 2025 or 2026 home insurance or claims studies.

Who it suits

Southern Oak suits Florida homeowners, condo owners and landlords who want a locally owned carrier through an independent agent, and who value the flood endorsement and the option to lower premium with mitigation features. It suits less well anyone who wants a national brand, an AM Best rating or coverage that follows them out of state, and owners of older roofs should price any roof schedule before accepting it.

  • Strengths: two decades in the Florida market under its founding CEO; Demotech A (Exceptional), affirmed September 2026; a private flood endorsement with no 30-day wait; detailed wind mitigation and water-leak detection credits.
  • Weaknesses: Florida only; no AM Best rating or J.D. Power ranking; screened-enclosure hurricane coverage and sinkhole coverage cost extra; much recent growth came from Citizens takeouts rather than shopping customers.
