Overview
DB Insurance Co., Ltd. (U.S. Branch) is the American arm of DB Insurance, one of South Korea's large property and casualty insurers. It is a branch rather than a separately capitalized U.S. subsidiary, so a homeowners policy it issues is an obligation of the Seoul-based parent company itself. DB Insurance Group ranked #96 among U.S. homeowners insurance groups by 2025 direct premiums written, with $185.0 million (0.10% of the national market), according to NAIC market share data.
Most homeowners never deal with DB directly. Its largest homeowners book is in California, where the policies are sold and serviced by Aegis General Insurance Agency, a managing general agent that is part of K2 Insurance Services. California Department of Insurance data put DB's 2025 California homeowners premium at $137.6 million, about 0.84% of the state market and roughly 15th among homeowners groups there. In Hawaii, where DB has a Honolulu office and sells through local agencies, it was the 9th-largest homeowners group in 2025 with $21.9 million (3.40% of the state market). It also writes homeowners in New York, New Jersey and Guam.
If "DB Insurance Co., Ltd. (U.S. Branch)" is printed on your California declarations page, the company that will pay your claim is DB; the agency you bought from, the billing and much of the claims handling run through Aegis and K2.
History
The company was founded in March 1962 as Korea Public Auto Insurance Company, began selling auto liability insurance in 1963 and listed its shares in 1973. The Dongbu business group took control in 1983, and the company was renamed Dongbu Insurance Co., Ltd. in October 1995. In November 2017, after the group rebranded as DB, it became DB Insurance Co., Ltd.
The overseas business is older than most American policyholders would guess. DB says its Guam branch was established in 1984, and it opened a New York office in 1991. The Hawaii branch writes personal and commercial lines through local agencies. DB entered the California homeowners market in 2020, running program business through a large MGA alongside direct sales through local agencies, and expanded into commercial auto in Texas in 2021 and commercial insurance in Arizona in 2023.
The biggest recent change is at the parent level. In September 2025 DB agreed to buy The Fortegra Group, a Jacksonville, Florida specialty insurer, from Tiptree and Warburg Pincus for about $1.6 billion in cash; the deal closed in May 2026, and Fortegra says it will continue to operate independently under its existing management. The acquisition does not change who issues an existing DB homeowners policy, but it makes the U.S. a much larger part of DB's business.
Homeowners coverage
DB's U.S. site lists homeowners insurance in New Jersey, New York, California, Hawaii and Guam, and dwelling fire policies for one- to four-family homes, tenant-occupied dwellings and dwellings under construction in California, Alaska, New York and Hawaii. A personal umbrella policy is offered in Hawaii.
California is where the product mix is most specific:
- Homeowners and dwelling fire through Aegis. Aegis General's specialty unit sells homeowners, dwelling fire and residential Difference in conditions (DIC) policy (DIC) coverage. The California Department of Insurance's residential contact list gives DB's California homeowners line as 866-662-5752, an Aegis number.
- DIC to pair with the FAIR Plan. DB is on the state's list of insurers selling a DIC policy designed to sit alongside a California FAIR Plan policy. The FAIR Plan covers fire and a few named perils; the DIC adds the theft, water damage and liability coverage a normal homeowners policy would include. See Difference in conditions policies to pair with a FAIR plan.
- Earthquake. The department's February 2026 earthquake list shows DB offering its own (non-CEA) earthquake coverage for single-family homes and renters, not for condos or mobile homes.
- Condo associations. In July 2025, Los Angeles broker Venbrook launched a DB-backed property program for California condominium and townhome HOA master policies, with extended replacement cost up to 125% and $1 million/$2 million liability limits. That is the association's policy, not a unit owner's HO-6.
Policy forms, limits and endorsements vary by state and by program, and DB does not publish its homeowners forms online. Ask the agent which form you are buying (an HO-3 or a narrower form), whether dwelling losses are settled at replacement cost, and how the roof is valued.
Where it sells and recent market moves
Homeowners: California (Aegis General Insurance Agency), Hawaii (DB's Honolulu office), New York (DB's Great Neck office), New Jersey (Arrowhead General Agency) and Guam. Dwelling fire is also written in Alaska through a local agency. DB's commercial lines reach further, including Ohio, Indiana, Pennsylvania, Texas, Arizona and Massachusetts.
The headline move is growth in California while larger carriers pulled back. Department of Insurance figures show DB's California homeowners premium rising from $87.2 million in 2024 to $137.6 million in 2025, and the earned exposure count in the department's complaint studies rising from about 62,300 (2024) to about 107,200 (2025). Rapid growth in a market where many national carriers restricted new business (california's home insurance crisis) usually means the program is taking risks others declined, so watch for rate filings and underwriting changes at renewal.
Claims
DB uses third-party administrators for most residential claims, so the phone number depends on your state. California homeowners and dwelling fire claims go to K2 at 800-233-2160 (email [email protected]). Hawaii claims are handled by John Mullen & Company at 800-231-3080. New York residential claims are reported by email to [email protected], and New Jersey claims go to American Claims Management at 800-453-8610. Guam claims go to Equitable Adjusting & Service Company at 671-477-7514.
Include your policy number on the first report, take reasonable steps to prevent further damage, and keep receipts. If a claim stalls, the department in your state (the California Department of Insurance or Hawaii's Insurance Division) takes complaints against the insurer and, in California, its licensed agency.
Ratings and reputation
AM Best affirmed DB Insurance Co., Ltd.'s financial strength rating of A+ (Superior) and its long-term issuer credit rating of "aa-" with a stable outlook on July 15, 2026, and said the Fortegra purchase could weigh on risk-adjusted capitalization while supporting DB's long-term position in the U.S. DB's U.S. site lists an S&P financial strength rating of A+ (stable), confirmed in 2024. Because the U.S. branch is part of the same legal entity, these are the ratings that stand behind its policies (see Financial strength ratings: AM Best, S&P, Moody's and Demotech).
In the California Department of Insurance's 2026 complaint study of 50 large homeowners insurers, DB ranked 14th, with 1.9 justified complaints per 100,000 earned exposures in 2025 (two justified complaints). Its ratio was 0.0 in 2024 and 9.2 in 2023. DB is not ranked in J.D. Power's home insurance or property claims studies.
Who it suits
DB suits California homeowners who have been nonrenewed or quoted only by the FAIR Plan and want an admitted carrier with an A+ AM Best rating, either as a full homeowners policy or as a DIC wrapped around a FAIR Plan policy. It is also a long-standing local option in Hawaii and Guam. It suits less well people who want one brand for everything, a national claims network, or published policy forms and discounts to compare online.
- Strengths: A+ (Superior) from AM Best (July 2026) and A+ from S&P; admitted carrier still writing in California; DIC product built to pair with the FAIR Plan; a low California justified-complaint ratio in 2024 and 2025.
- Weaknesses: sold and serviced through program managers and claims administrators, so contacts differ by state; few product details online; no J.D. Power ranking; rapid California growth in a stressed market can bring rate changes.
