Overview
Safe Harbor Insurance Company is a small Florida-domiciled property insurer that writes homeowners, condo, dwelling fire and manufactured home policies, mainly for people who live near the coast. It does not run its own sales or service operation in the usual sense: the company is administered by Cabrillo Coastal General Insurance Agency, a managing general agent that handles underwriting, billing and agent relationships, and its claims are handled by an affiliated administrator, Harbor Claims, LLC. Policies are sold through insurance agencies appointed by Cabrillo Coastal, so the name a policyholder sees on the declarations page (Safe Harbor) is different from the name on most of the paperwork and phone calls (Cabrillo Coastal and Harbor Claims).
Safe Harbor belongs to the Ocean Harbor Insurance Group, a privately held group of five insurance companies writing mainly homeowners and auto insurance. The Ocean Harbor Group ranked #66 among U.S. homeowners insurance groups by 2025 direct premiums written, with $324.5 million (0.17% of the national market), according to NAIC market share data. That group figure covers more than Safe Harbor's Florida book: the group describes its property business as concentrated in Hawaii, Florida, New York, the Midwest and the Pacific Northwest, with smaller books in South Carolina, Texas and Mississippi. In Hawaii, its affiliate Hawaiian Insurance and Guaranty Company (HIG) was the 10th-largest homeowners group in 2025, with $21.3 million and a 3.30% share.
History
Safe Harbor began operating on June 1, 2006, according to its rating agency, Demotech, as a Florida carrier underwriting homeowners and mobile home coverage. The company says it was founded by a group with more than 150 years of combined experience in homeowners insurance and was set up to offer a homeowners product for people living along the coast.
The other companies in the group have longer histories. Hawaiian Insurance and Guaranty traces its roots in Hawaii to 1915 and describes itself as one of the state's oldest insurers. In 2006, after its former parent, Vesta Insurance Group, could not meet its financial obligations, the Hawaii insurance commissioner took control of the company, and in September 2006 a Hawaii court approved the transfer of its assets and policy obligations to GNW (Great Northwest) Hawaii Insurance Ltd., a newly formed buyer. At the time HIG insured about 26,000 Hawaii policyholders and was the state's fourth-largest homeowners insurer. Great Northwest Insurance Company, domiciled in Shoreview, Minnesota with offices in Oklahoma City, has written business since 1993 and sells homeowners, dwelling fire and modular home coverage. Ocean Harbor Casualty Insurance Company of Tallahassee writes mostly non-standard private passenger auto insurance in Florida and California, plus homeowners coverage in 10 states, according to AM Best.
Homeowners coverage
Safe Harbor's product page lists five forms:
- HO-3 homeowners in Florida, South Carolina and North Carolina: an open-perils form on the dwelling, covering everything not specifically excluded (see HO-3).
- HO-6 condo unit owners in Florida and Alabama, written on a named-perils basis.
- DP-3 dwelling fire in Florida, for seasonal, secondary or rental homes (see Dwelling fire policies: DP-1, DP-2 and DP-3).
- MHO-3 manufactured homeowners in Florida, covering the home and belongings against fire, lightning, vandalism, water damage, theft and wind, with limited other structures and loss of use coverage.
- MDP-1 manufactured home dwelling fire in Florida, a basic named-perils form intended mainly for tenant-occupied homes.
Endorsements and loss settlement terms (replacement cost or actual cash value on roofs, for example) are not published online, so ask the agent for the endorsement list before you bind. On a Florida policy, the hurricane deductible is the number to check first: Florida law lets you choose $500, 2%, 5% or 10%, and Safe Harbor's own notice reminds policyholders that a higher deductible lowers the hurricane-wind premium but raises the out-of-pocket cost after a storm. Say your dwelling limit is $300,000 and you pick 2%: you would pay the first $6,000 of a hurricane claim. Flood is excluded, as on almost every homeowners policy, so coastal owners need a separate flood policy.
In Hawaii, HIG sells homeowners, condo, renters and dwelling fire policies through local agents, and lists hurricane as an optional coverage on each form. That is the detail Hawaii buyers most often miss: if hurricane is not on the declarations page, a hurricane loss may not be covered.
Discounts and savings
The only discount Safe Harbor documents on its site is the Florida hurricane loss mitigation credit, which state law requires insurers to offer. Credits apply only to the hurricane-wind portion of the premium. For homes built before the 2001 Florida Building Code, Safe Harbor's notice lists roof covering that meets the code, roof deck attachment (nail size and spacing), roof-to-wall connections (toe nails, clips, single or double wraps), a hip roof, secondary water resistance and shutters rated to Miami-Dade standards. Homes built under the 2001 code or later (or the 1994 South Florida Building Code in Miami-Dade and Broward) qualify for a minimum 68% discount on the hurricane-wind portion, with more for shutters and a hip roof. You document the features with a wind mitigation inspection by a licensed contractor, engineer, architect or building code inspector. Discounts are not added together; a maximum applies. See the wind mitigation inspection guide for how the inspection works.
HIG lists more traditional discounts on its Hawaii homeowners form: age of home, security systems, loss free, newly purchased home, multi-policy, superior construction, premises alarms and a union member discount.
Where it sells and recent market moves
Safe Harbor's core market is Florida. Its product page also offers HO-3 policies in South Carolina and North Carolina and condo policies in Alabama. Quotes go through an appointed agent, and availability depends on Cabrillo Coastal's underwriting appetite in your county.
The most recent change is a price cut. On September 22, 2026, the Florida Office of Insurance Regulation announced that Commissioner Mike Yaworsky approved a 4.1% average homeowners rate decrease for Safe Harbor, affecting 10,501 policies and taking effect at renewal. The cut came as part of a broader wave of Florida rate reductions after the state's 2022 and 2023 claims and litigation reforms (see florida's 2022–2023 property insurance reforms explained). An average decrease does not mean every bill falls; your own renewal can still rise if your coverage limit goes up or a discount drops off.
Claims
Claims are reported to Harbor Claims 24 hours a day, 365 days a year at 866-482-5246, or online through Cabrillo Coastal's claim reporting page. Claim mail goes to Harbor Claims, LLC, P.O. Box 357967, Gainesville, FL 32635-7967. Harbor Claims also handles claims for US Coastal Insurance Company, US Coastal Property & Casualty and Orange Insurance Exchange, among others, so it is effectively the claims department for Cabrillo Coastal's programs (see US Coastal Insurance).
Safe Harbor says Harbor Claims handled more than 8,000 claims after Hurricane Ian made landfall on September 28, 2022, and closed 93.6% by year-end after an in-person adjuster visit; Harbor Claims says it also handled thousands of claims after Idalia, Helene and Milton and keeps a network of more than 200 adjusters. Hawaii policyholders report claims to HIG; its Oahu claims line is 808-725-3576.
Ratings and reputation
Safe Harbor is rated by Demotech rather than AM Best. Demotech's site shows its Financial Stability Rating of A (Exceptional), affirmed September 14, 2026, the same date Demotech affirmed A ratings for its affiliates Ocean Harbor Casualty, Hawaiian Insurance and Guaranty and Great Northwest Insurance. Fannie Mae accepts a Demotech A for the homeowners policy on a mortgaged home (see demotech rating and Demotech ratings and Florida's insurers).
AM Best rates the affiliates, not Safe Harbor itself. In January 2026 it affirmed a Financial Strength Rating of B (Fair) and a Long-Term Issuer Credit Rating of "bb+" for Ocean Harbor Casualty, Great Northwest and Hawaiian Insurance and Guaranty, and revised the issuer credit rating outlook to stable from negative. AM Best assesses the group's balance sheet strength as weak, with adequate operating performance; it had moved the outlook to negative in January 2024, citing deteriorating rating fundamentals and weaker risk-adjusted capital. Safe Harbor is not ranked in J.D. Power's home insurance or property claims studies.
Who it suits
Safe Harbor suits Florida coastal homeowners, condo owners and owners of rental or manufactured homes who are working with an agent appointed by Cabrillo Coastal and want an admitted alternative to Citizens. It suits less well buyers who want a large national brand, an AM Best-rated carrier, a detailed public list of endorsements and discounts, or the option to buy directly online.
- Strengths: Demotech A (Exceptional) affirmed in September 2026; a 4.1% average Florida rate decrease approved in September 2026; forms for primary homes, condos, rentals and manufactured homes; a 24/7 claims line and a documented catastrophe response after Hurricane Ian.
- Weaknesses: small book (10,501 Florida homeowners policies in the 2026 rate filing) and not AM Best-rated, while its AM Best-rated affiliates sit at B (Fair) with a balance sheet AM Best calls weak; service and claims run through third-party administrators; few endorsements or discounts published online.
