The largest home insurers in every state, 2025

The three largest homeowners insurance groups in each state and D.C. by 2025 premiums, with their market shares from NAIC data and what the patterns mean.

State Farm is the largest homeowners insurer in 41 of the 50 states, according to the NAIC's 2025 market share report published in August 2026. Travelers leads in Connecticut and Washington, D.C., Liberty Mutual in Idaho and New Hampshire, and six other groups lead one state each: Florida, Massachusetts, New Jersey, Rhode Island, Vermont and Wisconsin.

The tables below give the three largest groups in every state and D.C. with each group's share of that state's 2025 homeowners premium, and link to the insurer profiles and state guides. The national picture is in The 100 largest homeowners insurance companies in the U.S., 2025.

How to read these tables

The data comes from the NAIC's "by state by group" tables for homeowners multiple peril, which list the ten largest groups in each state. Three points keep the numbers honest.

Shares are shares of premium. Each percentage is the group's direct premiums written in that state divided by the state's total, so it measures dollars, not households.

A group is a set of related companies. The NAIC adds up insurers under common ownership, so "Allstate" in a table includes its affiliates, and "Liberty Mutual" now includes the former Safeco book. The national guide explains which brands sit inside which groups.

Only premium on the books counts, not who is accepting new customers. State Farm General stopped taking new California homeowners applications in 2023, yet State Farm is still first in California, because the share reflects policies in force. Use the list to see who is established in your state, then ask each company whether it will quote your address.

Farm Bureau-affiliated insurers are second in six states: Alfa in Alabama, Southern Farm Bureau in Arkansas and Mississippi, Kentucky Farm Bureau in Kentucky, North Carolina Farm Bureau in North Carolina and Tennessee Farm Bureau in Tennessee. In Kentucky the gap to first place is under two points. See Farm Bureau home insurance: how membership works. In Virginia, USAA is second at 16.31%, less than a point behind State Farm.

Louisiana has State Farm and Allstate first and second, with SageSure third at 8.79%. Florida is different from every other state, covered next.

Wyoming $422.2 million State Farm 23.52% Farmers 17.12% Mountain West Farm Group 12.49%

Idaho, where Liberty Mutual leads at 19.52%, is the one Western state State Farm does not top. Farmers Insurance is second in California (14.30%), New Mexico, Nevada, Utah and Wyoming. In California the AAA clubs hold the fourth and fifth places, Auto Club of Southern California at 6.15% and CSAA Insurance Group at 6.02%, just behind Mercury Insurance in third at 6.85%. Hawaii's second place goes to PURE Insurance at 15.92%, a company that specializes in higher-value homes. See california's home insurance crisis for why California shares say little about who is accepting new customers.

Puerto Rico

Puerto Rico's market was $158.5 million in 2025, the smallest in the NAIC data, and it is the most concentrated: the top three groups hold 88.32%. Universal Insurance Company Group leads with 45.49%, MAPFRE is second with 30.59% and United Surety & Indemnity Company is third with 12.24%. The NAIC lists it as a different group from the Florida-based Universal Property & Casualty.

Patterns worth knowing

Three states are almost a third of the market. Texas ($20.48 billion), Florida ($18.83 billion) and California ($17.73 billion) add up to about 30% of the $188.95 billion national total, by our arithmetic on the NAIC figures.

Florida's top three are the smallest of any state. The three largest Florida groups hold only 23.43% together, the lowest in the data. Citizens Property Insurance Corporation is first at 7.98%, ahead of Florida Peninsula (7.84%) and Universal Property & Casualty (7.61%). Citizens, a state-run insurer of last resort, is the only residual market plan that makes any state's top three, and its policy count has fallen sharply as policies move to private insurers. See Florida and Citizens Property Insurance in Florida: who qualifies and what to know.

Where the leader is regional, the market is fragmented. In Florida (7.98%), Massachusetts (9.93%) and Vermont (11.98%) the largest group holds less than 12% of premium. Regional mutual leaders such as NJM and Vermont Mutual sit in similar markets, where shoppers are more likely to find several comparable options and local companies.

State Farm's biggest shares are in Illinois, Alaska, Oklahoma and Hawaii. They are 33.68%, 32.15%, 31.90% and 30.26%.

Using the list when you shop

  1. Start from the leaders, but do not stop there. The biggest company is a reasonable first quote and a poor only quote. Add a regional or Farm Bureau company and an independent agent.
  2. Ask about appetite. A big share is a sign of history, not a promise that the company will write your roof or your ZIP code. Our how insurers decide whether to insure a home guide explains why.
  3. Look at the legal insurer on the quote. Large groups run several companies, and the one on the declarations page is the one whose rating matters. See Financial strength ratings: AM Best, S&P, Moody's and Demotech.
  4. Check service evidence, not only size. What J.D. Power's home insurance studies measure and the NAIC complaint index measure different things than premium.
  5. Look up your state's rules in the home insurance rules by state.

Key takeaways

  • State Farm leads 41 of 50 states. Nine states and D.C. have a different leader: Connecticut, Florida, Idaho, Massachusetts, New Hampshire, New Jersey, Rhode Island, Vermont and Wisconsin.
  • Farm Bureau and regional insurers hold second place in many Southern and Midwestern states, and several regional companies lead in their home states.
  • Florida's top three hold only 23.43% of premium, the lowest concentration of any state, and Citizens is the only state plan in a top three.
  • Shares measure premium already written, not whether a company is accepting new customers in your area.
  • Use the tables to see who is established where you live, then compare ratings, service evidence and real quotes.
